The purpose of the aid purpose of this call is to fund activities aimed to create and / or strengthen business associations innovative and knowledge-based clusters and / or technological physically and fiscally established in the Balearic Islands, with the In order to promote and encourage the transfer of knowledge and / or innovation in production and business sectors, helping to run the Regional Research and Innovation Strategy for smart specialization of Illes Balears and / or contribute to the strategic areas defined in the Science, Technology, Innovation and Entrepreneurship 2013-2017 Balearic considered of particular interest and relevance.
Eligible actions
5.1. The following expenses are eligible:
a) The costs of the activities or investments under the Regional Strategy for Research and Innovation Smart specialization of Illes Balears (RIS3) or resulting from the activities linked directly to the Strategy and contribute to run-la.
b) Expenses related to strategic areas defined in the Plan of Science, Technology, Innovation and Entrepreneurship 2013-2017 of the Illes Balears considered of interest and special importance. In any case, the costs are to be included in the action lines listed below and must be made and paid between 1 January 2014 and the date of completion of the period of justification provided for in the award decision which may not be later than 30 July 2016.
The start date of the activities or investments merely requested must not be understood as a date from which they can allocate costs to aid, but actually as the start date of the project activities.
Activities or investments do not have to be selected to receive aid if they materially completed or have been fully implemented before the party concerned to the Directorate General of Universities and Research funding request, the margin was made all payments relating to the activities.
– Line A: creation of new innovative business groups or clusters.
Eligible expenses in this line:
a) Expenses for promotion and dissemination of the AEI / cluster.
b) Contracting of external partners to develop the AEI / cluster.
c) Costs of Constitution of the AEI / cluster as an entity with legal personality.
d) Costs for the development of strategic plans.
The beneficiary is required to form the AEI / cluster as an entity with legal personality within a maximum period of twelve months from the date of granting of the aid and before the date of completion of the project.
Beneficiaries to which a grant is awarded for line A can not reapply for aid for this line in future editions of this announcement.
– Line B: strengthening and consolidation of the coordination and management structure of the AEI / cluster formed; development of dynamic activities, dissemination and promotion of studies aimed at improving competitiveness and facilitating the creation of collaborative projects for companies and agencies partners or participants.
Eligible expenses in this line:
a) Costs own staff dedicated to the management of the AEI / cluster with a maximum cost of 70% of the budget eligible.
b) Contracting of outside collaborators; specifically, external expenses for consulting services and assistance as specified in detail in the aid application and are necessary to develop the AEI / cluster, with a maximum of 50% of the approved cost.
c) Travel expenses, accommodation and urban or interurban movement between islands and outside the autonomous community’s own staff and / or legal representative needed to run the cluster operation, with a maximum of 5% of the cost approved and subject to the maximum amounts set out in paragraph 5.2.
d) costs of services needed for the operational management of the entity (for the premises dedicated solely to the activities of the cluster, repair and maintenance of fixed assets and office equipment, etc.), excluding finance costs and investment, with a maximum of 20% of the approved cost.
e) Other costs involved in managing the AEI / cluster, the dissemination, promotion, etc., with a maximum of 15% of the approved cost.
f) In no case is considered eligible any taxes.
The same AEI / cluster can only apply for the B line for a certain period of implementation.
– Line C: projects and specific actions to strengthen the knowledge, innovative potential and competitiveness.
Eligible expenses in this line:
a) promotion and dissemination costs of the project.
b) Contracting of external partners to develop the project.
c) Costs own personnel assigned to the development or execution of the project, which should represent between 30% and 60% of the eligible budget. The costs of the tasks of the person exercising the functions of direction or management may not exceed 10% of the total cost of eligible personnel costs.
It is not allowed to hire activities among participants in the project.
