The Department of economic development and competitiveness in accordance with the objectives of the energy policy of the Basque Government aims to contribute, by means of the necessary public pulse, to increase efficiency in energy consumption, contributing to the achievement of a more competitive, more sustainable and safer energy system, to reduce environmental impact, require less energy consumption, and reduce dependence on external resources.
The scarcity of energy resources and the incidence having the use of energy on the environment influence growing concern both Governments and society. Therefore the primary objective of the aid program is to reduce the consumption of conventional energy through the promotion of facilities of the energy of the biomass within the geography of the autonomous community of the Basque country (in later «Basque country»), thus increasing the participation of renewable energy, which is made available of the potential beneficiaries of this aid programme the financial means that facilitate the realization of the energy performances included in the same.
Eligible events:
-New facilities for the use of biomass with boilers for the production of heat (hot water, superheated water or steam) and, if applicable, the heat utilization for the production of cold, not by setting limit of nominal thermal power installed. The new facilities may be individual centralized or District Heating, and the areas of activity will be both in housing single-family residential buildings, or other type of building or establishment of services sectors or industrial.
Also referred to the particular case of boilers for production of hot air, even though, in this case is set to be rated to install > 70 kW.
-New hooks to existing installations of utilization of biomass with boilers, under the configuration of District Heating, for the production of heat energy; new connections can be individual, in residential buildings, as well as services sectors establishments and industrial.
Eligible expenditure:
1. applicants who have no consideration of company.
Be considered eligible investments whose performance is essential for the achievement of the anticipated energy savings.
- applicants who have the consideration of company.
- The eligible costs shall be the extra investment costs necessary to encourage the production of energy from renewable sources. They must be determined in the following manner:
-When the costs of investment in the production of energy from renewable sources can be identified in the total costs of the investment as a separate investment, such as added, easily identifiable component to an existing installation, these costs related to the energy from renewable sources shall be eligible;
-When the cost of investment in the production of energy from renewable sources can be identified by reference to a similar investment, less respectful of the environment, that would have been performed credibly without help, the difference between the costs of both investments will determine the cost related to the energy from renewable sources and will be the eligible cost;
Costs that are not directly linked to the achievement of a high level of energy efficiency is not eligible.
- For the implementation of urban heating and cooling energy efficient systems (District Heating), the eligible costs shall be determined in the following manner:
-for the installation of production, will be eligible additional costs necessary for the construction, expansion and replacement of one or more generation units that function as urban heating and cooling system energy efficient, compared to a conventional production plant. Investments will be an integral part of the urban energy-efficient heating and cooling system;
-distribution network, will be eligible costs investment costs;
-for new connections, will be eligible costs costs of investment, both the laying of pipe from the main branch of the urban system of heating and cooling (District Heating) as the heat exchanger and other auxiliary elements.
Financial resources: €750,000.
