Objective
1. This resolution is to approve the bases on which the granting of aid to the Galician Agency for SME Innovation Connect program to promote cooperation between SMEs and other actors in the regional innovation system is governed through support for research and innovation projects market-oriented and in line with the challenges and priorities identified in the RIS3 for Galicia.
2. In addition, through this resolution, such aid by 2016 in a competitive basis (procedure code IN852A) are held, adjusting the aid granted under this resolution to the provisions of Regulation (EU) No 651/2014.
Eligible activities
Eligible activities are industrial research, experimental development, innovation in organization and innovation in processes. For the purposes of this resolution, they shall be deemed by such concepts, the definitions contained in Article 2 of Regulation (EU) No 651/2014.
a) Industrial research: Planned or critical investigation aimed at acquiring new knowledge and skills that can be useful in developing new products, processes or services or to improve existing research considerably.
It comprises the creation of components of complex systems and can include building prototypes in a laboratory environment or in an environment with simulated interfaces with existing systems and pilot lines, when necessary for investigation industry and in particular for the generic technology validation.
b) Experimental development means the acquiring, combining, shaping and using of existing scientific, scientific, technological, business or other, with a view to developing products, processes or new or improved services.
It may also include, for example, activities of conceptual definition, planning and documentation of new products, processes and services. Those activities may comprise producing drafts, drawings, plans and other documentation, provided that they are not intended for commercial use.
Experimental development may include prototyping, demonstration, development of pilot projects, testing and validation of products, processes or services or improved in environments representative of actual operating conditions, provided that the main objective is to provide new technical improvements to products, processes or services that are not substantially settled. You can include the development of prototypes or pilot projects commercially usable when they are necessarily the final commercial product and its production is too expensive to use only for demonstration and validation.
Experimental development does not include routine or periodic changes made to products, production lines, manufacturing processes, existing services and other operations in progress, even if such changes may represent improvements themselves.
c) Innovation in organization: the implementation of a new organizational method in business practices, workplace organization or external relations of a company. Changes based on organizational methods already in use are not included in the company, changes in management strategy, mergers and acquisitions, ceasing to use a process, simple capital replacement or extension, changes resulting purely from changes in factor prices, production personalized, adaptation to local customs, the regular seasonal and other cyclical changes, trading of new or significantly improved products.
d) Innovation in processes: the application of a method of production or supply new or significantly improved (including significant changes in techniques, equipment or software). Changes or improvements are not included minor increases in production or service capabilities through the introduction of manufacturing systems or very similar to those already used logistics, abandoning a process, simple capital replacement or extension, changes resulting purely from changes in the price factor, customized production, adaptation to local customs, the regular seasonal and other cyclical changes, trading of new or significantly improved products.
Terms of projects
1. Projects shall be consistent with the challenges contained in the RIS3 Galicia.
2. The R + D + i eligible under this call should always be done in cooperation with SMEs and have a minimum eligible budget of 500,000 euros and a maximum of 1,500,000 euros divided into different activities to do by each of the members of the group. A minimum participation by each member of the group of 75,000 euros and the distribution of the participation of each company will be required should be balanced, not exceeding, in any case, involving a single company (or related companies) 65% of the total eligible project budget.
Large companies may be included, limiting its participation to a maximum of 25% of the total eligible project budget.
3. The minimum duration of the activity will be two annuities and maximum runs until December 31, 2018.
