Stimulate innovation and competitiveness.
Specific objectives.
1) strengthen cooperation between the different actors of the territory on both sides of the border in the area of r & d.
(2) promote the development of innovative technologies in the field of natural resources thanks to the cooperation.
3) promote joint actions of business development of the cross-border territory in the international arena.
Priority axis 2.
To promote adaptation to climate change as well as the prevention and management of risks.
Specific objectives.
(4) improve the adaptation of the territories to climate change.
(5) improve the capacity of anticipation and response of the actors of the territory to the specific risks and the management of natural disasters.
Priority axis 3.
To promote the protection, recovery and sustainable use of local resources.
Specific objectives.
(6) enhance the natural and cultural heritage through joint approaches to sustainable development.
(7) protect and improve the quality of transboundary ecosystems.
Priority axis 4.
Promote the mobility of goods and persons.
Specific objective.
(8) to improve the range of sustainable cross-border transport to encourage movements and cross-border mobility of people and goods.
Priority axis 5.
Strengthen the competencies and the inclusion in the territories.
Specific objectives.
(9) promote the endogenous potential, the development of training systems and competencies of the people of the cross-border territory in order to improve access to employment.
(10) improve access to services.
Facts and eligible countries:
The following territories of the States members of the program are eligible for funding ERDF of the programme Interreg V to Spain-France-Andorra 2014-2020:
Œ Spain: Girona, Barcelona, Tarragona, Lleida, Huesca, Zaragoza, Navarre, Gipuzkoa, Araba / Álava, Biscay, and La Rioja.
Œ France: Pyrénées Orientales, Ariège, Haute-Garonne, Hautes-Pyrénées et Pyrénées-Atlantiques.
The beneficiaries of the Andorran territory can participate in the program asociandose with the beneficiaries of the eligible areas.
Projects which constitute the continuity of operations scheduled in prior periods must include new elements on at least two of the following aspects:
Πpartnership.
Πintervention territory.
Πobjectives and expected results of the project.
Amount:
The preparation of the budget of the projects and expenditure table shall take into account the rules and recommendations contained in annex I of the present call, unless duly justified exceptions.
Beneficiaries must be justified mandatory prior to the presentation of each project to the programming Committee financial contribution for realization thereof (resolution (s) on the self-financing and/or decision (s) of public co-financing).
The projects submitted must be of significant importance and must have a minimum total eligible cost about 80,000 euros.
Date of implementation:
The maximum project duration is 3 years. For operations that had been commenced before the date of publication of the present call, costs may be eligible from 1 January 2014 when the project is not finished at the time of submitting the grant application.
